Climate change is now recognized as a systemic risk to the global economy, with material GDP implications to the world’s largest economies in an unabated emissions scenario. Capital flows are already moving strongly towards renewable energy, as the technologies become more commercially viable and energy policy encourages investment.
Offshore wind will play a critical role in the energy transition and will be deployed at scale throughout Asia. The new generation of wind farms will be developed in deeper waters, further from the shoreline and will adopt new technologies, increasing development complexity. Concerns surrounding potential ecological, biodiversity, physical & social regulatory and reputational risks must be addressed to meet the requirements of key stakeholders, including national regulators, financial institutions and communities.

Sean Purdie is the Market Sector Lead (and Managing Partner) for Power in the Asia Pacific region within ERM, based in Hong Kong. He joined ERM in March 2013 and is responsible for power sector strategic development, client relationships and business growth, while providing high level project and sector review and inputs. He maintains a strong power sector network across the region regarding projects, markets and personnel.
Terence Fong is ERM Partner with over 20 years’ experience responsible for overseeing Environmental & Social Impact Assessment (ESIA), Biodiversity Impact Assessments, environmental monitoring and audit (EM&A), Environmental and Social Due Diligence (ESDD) and permitting for power, submarine utilities and infrastructure development (including port, terminals, highways and railway etc.) in the Asia Pacific region. He has extensive EHS consulting experience with renewable energy sector, including offshore wind, on-shore wind, solar and hydro power development.
Tram Le is a Senior Environmental Consultant with over twelve years’ extensive experience in environmental and social impact assessment; compensation and resettlement planning; environmental and social due diligence and environmental and social management system. She has managed a number of Environmental and Social Impact Assessment for renewable energy projects, i.e. onshore and offshore windfarms, floating solar project in Vietnam and some first renewable projects in Cambodia.
Joe Edgell is a Senior Environmental Consultant with over eleven years of experience in delivering environmental approvals and supporting compliance for offshore resource and energy projects in Australia, south east Asia and Europe. Joe has previously worked with offshore wind developers in the UK and elsewhere in Europe, providing guidance on environmental and technical risks, site selection and approvals. Joe now works in Perth, Western Australia, where he has extensive experience preparing environmental approvals and engaging with the national offshore regulator for oil and gas, now also proposed as the regulator for future offshore renewable energy projects in Australia’s Exclusive Economic Zone under a new national regulatory framework.
