Hedrick Strickland has been involved with ERM’s fenceline monitoring projects since the rule was initially proposed in 2013. She has designed the monitoring network for more than 50 refineries. She has also overseen or provided technical support and guidance for over 40 pilot or compliance programs at refineries across the US and Canada.
Toby Hanna, P.E., Partner
Toby Hanna, P.E., has nearly 30 years of experience solving air quality challenges for nearly every industry, with particular depth in the refining, chemical, and power sectors. A recognized leader in air permitting and compliance, he is routinely called upon to help companies understand and minimize the impacts of complex air quality regulations and policies, and assist in negotiating fair and timely air permits. Toby also leads ERM's Air Quality business globally.
Steve Hawkins, Partner
Steve Hawkins has nearly 30 years of experience in environmental, health and safety consulting with a focus in development and implementation of Process Safety Management (PSM) and Risk Management Planning (RMP) programs. He has a strong focus on OSHA’s PSM Standard and EPA’s RMP Rule. Steve is a Certified Professional Environmental Auditor (CPEA) and Certified Process safety Auditor (CPSA). He currently is the Managing Partner for ERM’s North American Process Safety Practice.
Pat Sorensen, Principal Consultant
Pat Sorensen has more than 30 years of overall environmental experience including 23 years of experience managing air pollution permitting, emission inventory, site auditing, wastewater permitting, Benzene Waste NESHAP compliance, EPCRA reporting, and SPCC, Integrated Contingency, Risk Management Plan, and Storm Water Pollution Prevention Plan preparation projects at ERM.

Colin McGroarty, P.E., has 12 years of experience in air permitting, NSR/PSD permitting, greenhouse gas inventories, biomass and bioenergy combustion technologies, air pollution control technologies, and air regulatory compliance.
Andrew Woerner, Partner
Andy Woerner is a widely recognized expert on air and GHG-related issues across the O&G sector. He has deep experience with air permitting and compliance support across the O&G supply chain (up, mid, and downstream). Andy’s permitting work ranges from PSD and non-attainment New Source Review permitting of complex refinery projects to minor source permitting of well sites and compressor stations. He has also led the development of compliance programs, and helped companies prepare for the assessment of impact / implementation of new regulations.
Maureen Leahy, Ph.D., Technical Fellow
Dr. Maureen Leahy has more than 30 years of experience in chemistry, biochemistry and environmental remediation technologies and has served clients around the world. She provides expertise in metal chemistry (emerging and/or persistent contaminants) and per- and poly-fluorinated alkyl substances (PFAS, PFOA, PFOS, etc.) and has served as QA officer responsible for data quality.
Sky Bellanca, Senior Project Manager
Sky Bellanca has more than 20 years of environmental/chemical engineering experience in the oil refining and process industries. She is currently working on air permitting and GHG projects. Additional relevant experience includes implementation of flare RSR provisions, open path fence line monitoring, development of Title V permits, NPDES permitting and compliance, groundwater remediation management, and process engineering
