Join ERM for a regulatory update on Taiwan REACH and the registration process of PECs, as well as a discussion on the concept of data sharing with related case studies.
On Nov 23, 2021, the revised ‘Regulations of New and Existing Chemical Substances Registration’ was released by Taiwan EPA. In this amendment, the registration deadline of 106 PECs is extended to the end of 2024 due to the COVID-19 pandemic. Although organizations have been given more time to complete the registration, difficulties such as data collection, data sharing, joint registration sourcing, and etc. remain a challenge.
The presentation will be delivered by Dr. Ken Liu, a principal consultant and Ms. Joyce Chen, a senior consultant from ERM. Both speakers are experts in product stewardship services in Taiwan and have firsthand experience in handling related cases.

Dr. James Leu is a Senior Partner at ERM Taiwan and regional Leader for Asia Pacific Product Stewardship with more than 25 years of EHS consulting experience. Dr. Leu has directed and managed numerous Phase I and II environmental site assessment, environmental health and safety (EHS) management system and corporate audit programs, EHS due diligence, environmental & social due diligence, product stewardship & chemical registration, site investigation and remediation, waste management, environmental permitting, EHS monitoring and regulatory compliance assessments for both local and multi-national corporations.
Dr. Liu is a Principal Consultant at ERM Taiwan. In past years, he has managed numerous of programs mainly focus on two fields: new chemical materials development for industries and the chemical substance related national regulatory implementation for the government. With his diversified professional background, organic synthesis, polymer science, material science, life science, and chemical management, he is familiar with different chemical related areas and assists companies to be in compliance with chemical management laws and regulations.
Ms. Joyce Chen graduated from Zhejiang University with a Master's degree in Biological System Engineering. she is a senior consultant with over 8 years’ experience in chemical regulation prior to join ERM. She is familiar with ‘REACH-like’ regulations in APAC region and supported clients in several aspects like regulatory obligation confirmation, data gap analysis, testing monitoring, dossier preparation and risk assessment. Over past years, she has directed, managed and delivered hundreds of chemical registration projects in China, Taiwan and South Korea.
