Toby Hanna, P.E., has over 30 years of experience solving air quality challenges for nearly every industry, with particular depth in the refining, chemical, and power sectors. A recognized leader in air permitting and compliance, he is routinely called upon to help companies understand and minimize the impacts of complex air quality regulations and policies, and assist in negotiating fair and timely air permits. Toby also leads ERM's Air Quality business globally.

Pat Sorensen

Technical Director

Pat Sorensen has more than 30 years of overall environmental experience including 25 years of experience managing air source permitting, NESHAP and NSPS compliance programs/plans, site auditing, wastewater permitting, Benzene Waste NESHAP compliance, EPCRA reporting, emission inventory, and SPCC, Integrated Contingency, Risk Management Plan preparation projects at ERM.

Hedrick Strickland

Senior Consultant

Hedrick Strickland is a senior scientist with ERM based in Raleigh, North Carolina and has 9 years of consulting experience. She has been involved with ERM’s fenceline monitoring projects since the rule was initially proposed in 2013, starting with API’s pilot study. She has supported fenceline monitoring programs at more than 60 refineries and chemical plants across the U.S. and Canada.

Involvement ranges from monitoring network design, project management and coordination, document management, monitor installation, field personnel training, data management and analysis, source identification and root cause analysis, and coordination between refineries, laboratories, and consultants. She has also presented on the topic at the Texas and Louisiana Chemical Council’s EHS Seminar and AFPM’s Environmental Conference and has written on the topic in the Air and Waste Management Association’s EM Magazine.
