ERM Webinar: GHG Tailoring Rule NPRA Member Impacts

As a new value-added service to members, The National Petrochemical and Refiners Association (NPRA) is establishing a series of quarterly webinars focusing on key and timely issues and matters facing the refining and petrochemical industries.  The first webinar will be hosted by ERM and will address the greenhouse gas permitting requirements finalized under EPA’s GHG Tailoring Rule in May, 2010 which are expected to have a substantial impact on the industry.  ERM has presented similar webinars and workshops on more than 100 separate occasions since EPA first began addressing GHG emissions and previously assisted NPRA with similar training related to the GHG Reporting Rule.

ERM will be hosting "GHG Tailoring Rule NPRA Member Impacts" webinar on Thursday, July 22, 2010 at 2 p.m. EDT and will provide an overview of the GHG Tailoring Rule specifically developed with NPRA member company impacts in mind.

This webinar provides an opportunity to learn and talk about this important new program:

  • Understand the impact of the new requirements including new applicability provisions and their phase-in over the short and long term.
  • Discuss the timelines and long-term planning that will affect future projects.
  • Map out your next steps for preparing for GHG permitting including the need to ensure the development of accurate baseline data to take full advantage of NSR applicability provisions.
  • Identify and clarify the uncertainties presented by this new regulation including the need for BACT and potential BACT strategies.
  • Exchange information with others in the industry.
     

Climate Change is USEPA's top priority and the Agency is moving with unprecedented speed in addressing important climate change policy issues.  Tailoring Clean Air Act permitting programs to incorporate greenhouse gases is one of the most challenging of these policy issues.  EPA's recently adopted its “Tailoring Rule” that provides the regulatory framework for greenhouse gas permitting under both the Prevention of Significant Deterioration (PSD) and Title V air permitting programs.

Companies are quickly trying to understand the impact of this new approach and prepare for permitting of greenhouse gases as early as January 2011.  In fact, based on the new requirements, most refiners and petrochemical plants may be well served by ensuring that current permit applications address GHG emissions.
