Air Quality Services in Europe | The air quality buzzword for business and regulator communities in Europe is IPPC (Integrated Pollution Prevention Control), the new framework for the permitting of industrial installations.
Local regulators have established a timetable for implementing IPPC in existing installations according to industrial sector from 2001 to 2007. The transition from IPC presents particular challenges to industry and the regulators, both of whom are on a rapid learning curve in interpreting, responding to, and implementing the new regulations.
Businesses are recognising that the new regime will be considerably more challenging and searching, both in breadth and depth, than the outgoing IPC regime. The net widens with new industriesl not previously regulated under IPC,now included, and more detailed requirements set out covering air emissions.
IPPC should not be regarded merely as a ‘bolt on ’to existing IPC authorisations,nor as a form filling exercise.Instead, businesses can grasp the opportunity to fully review and get to grips with their environmental performance, compliance management and risk control, seeking efficiency improvements and environmental matters into overall business
performance.
An important,common sense starting point is to perform a gap analysis. Collecting and consolidating of relevant information and data can be carried out by all departments in the business or installation,so that outstanding information requirements and critical steps for preparation of the application can be identified. Priorities, resources and budget can then be effectively determined in scheduling timely submission of the PPC application.
