California SB 14 Reporting:
Due September 1, 2003
An opportunity to increase profitability and reduce liabilities through pollution prevention.
| SB 14 requirements apply to generators that routinely generate greater than 12,000 kilograms of hazardous waste or 12 kilograms of extremely hazardous waste annually.
The California Hazardous Waste Source Reduction and Management Review Act of 1989, more commonly referred to as Senate Bill 14 (SB 14), requires certain hazardous waste generators to identify source reduction opportunities at their facilities as an alternative means of managing hazardous waste. Source reduction, also known as pollution prevention (P2), helps to reduce the generation of hazardous waste as well as the associated liabilities and potential adverse impacts to public health and the environment.
The SB 14 requirements apply to generators that routinely generate greater than 12,000 kilograms of hazardous waste or 12 kilograms of extremely hazardous waste annually. Generators subject to SB 14 must conduct a source reduction evaluation at their facility and prepare the following three documents: (1) Source Reduction Evaluation Review and Plan; (2) Hazardous Waste Management Performance Report; and (3) Summary Progress Report. All documents must be completed and the Summary Progress Report must be submitted to the California Department of Toxic Substances Control no later than September 1, 2003.
How ERM Can Help
Whether your facility is going through the SB 14 reporting process for the first time, or has filed in previous reporting periods, ERM can provide the support needed to meet the requirements of SB 14 within the mandatory timeframe.
First and most importantly, ERM can assist your facility in determining if compliance with the SB 14 requirements is necessary. If this evaluation is not performed accurately, you may find your facility to be either out of compliance or needlessly using valuable resources to develop unnecessary plans.
If it is determined that your facility does require compliance with SB 14, ERM has the experience and manpower to develop practical and cost-effective plans.
In addition to assuring environmental compliance with SB 14, a successful waste reduction program will also bring other positive results to your facility, such as:
- Lower material costs;
- Greater profits;
- Reduced liabilities;
- Improved public image; and
- A heightened environmental awareness among employees.
An important early step of any P2 program is completion of an on-site opportunity assessment, which identifies a facility’s specific options for reducing wastes and emissions.
The professionals at ERM will work with you to determine P2 options that are best suited for your operations. These options are based on technical and financial feasibility and existing statutory and regulatory requirements. In performing an opportunity assessment, ERM’s professionals provide an independent evaluation of your operations and offer concrete recommendations for achieving your environmental goals.
ERM’s pollution prevention services include
